1.      EVENT ORGANISATION AND AUTHORITY

The Ilkley & District Motor Club Limited will organise a Classic Reliability Trial of National B and Clubsport Dual Permit status for Cars and Open status for Motor Cycles on Sunday 16 May 2010.

The meeting will be held under the General Regulations of the Motor Sports Association Limited (incorporating the provisions of the International Sporting Code of the FIA), the Sporting Code of the Auto Cycle Union, these Supplementary Regulations and any other written instructions that the organising club may issue for the event.

·     MSA Permits have been applied for.

·     ACU Permit has been applied for.

·     DoE route authorisation has been applied for.

 

2.       ELIGIBILITY AND LICENCE REQUIREMENTS

2.1     The event is open to all elected and fully paid up members of :-

·     Ilkley & District Motor Club (IDMC)

·     Member Clubs of The Yorkshire Centre ACU

·     Preston and District Vintage Car Club

·     The Motor Cycling Club

·     The Vintage Motor Cycle Club

·     Member Clubs of the following Associations:-

·     The Association of Classic Trials Clubs (ACTC)

·     The Association of Northern Car Clubs (ANCC)

·     The Association of North Western Car Clubs (ANWCC)

·     The following invited clubs, in addition to IDMC, are eligible for Class 0:

·     The Motor Cycling Club (MCC)

·     The Vintage Sports Car Club (VSCC)

·     Preston and District Vintage Car Club

·     Fellside Automobile Club

·     Falcon Motor Club

2.2     Class 0                   Car drivers must produce a Club Membership Card.

2.3     Classes 1 to 8      Car drivers must produce a Club Membership Card and a valid MSA Competition Licence (Clubman status    or higher), or a completed application form with the appropriate fee.

2.4     Classes 1 to 8      Car passengers must produce a “passenger licence”, being one of the following:-

                              - Membership Card of any of the invited clubs, or

                                   - Passenger Membership of the ACTC (available at signing on for a fee of  £1).

2.5     Motor cycles          Riders and passengers must produce a Club Membership Card and ACU Registration Card.

2.6     The event is a round of the ACTC Trials Championship

 3.       START AND FINISH   - As last year - Ilkley   (NOT   Otley)  !!

3.1       The start and finish venue is Ilkley Rugby Club, Denton Road, Ilkley, West Yorkshire LS29 0AA.  MR104/118483 (see map on event web-site).

3.2     Signing on and scrutineering starts at 07:00.  We will also make arrangements for Saturday evening signing on.  Details to be advised in the final instructions.

3.3       The following documents will be inspected at signing on:- Club Membership Card, MSA Competition Licence, ACU Registration Card, Passenger Licence and Lockton Insurance Letter of Acceptance (see SR 10.3).

3.4       Vehicle MOT certificates (where applicable) will be inspected at scrutineering.

3.5       All finishers must sign off at the finish and hand in competition numbers, score cards and signed damage declarations.  Retirements must contact the event secretary  - a contact phone number will be provided in the final instructions.

3.6     Refreshments will be available for purchase at the start and at the half-way halt.

3.7  Refreshments will be provided for competitors, free of charge, at the finish.

3.8    Fuel is available in Ilkley and en route at Pateley Bridge.

4.          CLASSES

MOTOR CYCLES

A     Solo motorcycles of British manufacture (engine and frame) - trials tyres

B     Solo motorcycles up to and including 400cc - trials tyres

C     Solo motorcycles over 400cc - trials tyres

D     Combinations complying with ACU Regulation 12 and three-wheelers              

CARS

0      a) Clubsport drivers driving open cars

b)  Clubsport drivers driving closed cars

Four wheel drive cars are not permitted

1        Front-engined, front wheel drive production cars (except vehicles in Class 6)

2        Production cars built prior to 1941, and the following:- MG TC, Morgan 4-4 Series 1, HRG 1100 & 1500, and Ford Models (upright models to 1959) E04A, E494A, E4930A/B, E93A, E493A, and 103E

3        Front-engined, rear wheel drive production saloons (except vehicles in Class 6)

4        Rear-engined, rear wheel drive production saloons up to and including 1300cc (except vehicles in class 7)

5        a) Front-engined production sports cars (except vehicles in classes 1 or 6)

b) Vehicles built from pre-1941 components (except vehicles in Class 2) and satisfying the tyre regulations in T10.11, T10.11.1 & T10.11.2.

6        a) Rear-engined, rear wheel drive production cars (except vehicles in Class 4)

b) Front-engined production cars fitted with torque biasing differentials as standard     equipment

7        a) Production cars modified beyond permitted limits

b) Rear-engined production cars fitted with torque biasing differentials as standard equipment

c) Front-engined cars manufactured on a limited basis conforming to an accepted specification.  These cars comply with either or both of the following:

·     Have the rearmost part of the front seat cushion(s) forward of any part of the rear tyres

·     Have a wheel base of 90in (228.6cm) or greater

8        a) Non production cars

           b) Rear-engined cars (except vehicles in Classes 4, 6, & 7)

           c) Front-engined cars manufactured on a limited basis (except those in Class 7) including          those which:-

·     Have the rearmost part of the front seat cushion(s) rearward of the rear tyres, or

·     Have a wheelbase of less than 90in (228.6cm) 

All references to classes in MSA Regulation T10 will be interpreted as referring to the Class structure published in these regulations.

 

5.       MANDATORY VEHICLE REQUIREMENTS

5.1     All vehicles must comply with MSA/ACU Technical Regulations for Classic Reliability Trials, including MOT Certificate, display a current tax disc and be covered by valid insurance for use on the public highway.

5.2     All cars must be capable of having a tow rope quickly attached to the front or rear.

5.3     All vehicles must be fitted with an effective silencer.  Any vehicle found to be too noisy by the scrutineer will not be allowed to start.  Noise checks will be in operation during the event.

5.4     All vehicles must have provision for fixing of competition numbers in a prominent, near vertical position at the front and rear of the vehicle.

5.5     All tyres, including spares, must comply with the ACTC tyre list.  For Class 0 any normal road tyres are acceptable; off road and mud & snow tyres are not permitted.

5.6     All cars must carry a fire extinguisher to MSA Reg K3.1.1 - small hand operated AFFF 1.75 litres.

5.7     If in the opinion of the organisers the appearance or condition of a vehicle does not meet an acceptable standard it will not be permitted to start, and if started may be excluded.

 6.       RUNNING TIME AND ORDER

6.1     First vehicle starts at 08:31.

6.2     Event running order will be published in the final instructions.

6.3     Vehicles will leave at 1 minute intervals in strict numerical order.  Please note that penalties of 5 marks per minute, in accordance with MSA Regulation T7.5a), may be incurred by competitors not presenting at the start or the re-start of the event at their due time.

6.4     Individual start times will be notified in final instructions - any competitor not signed on 30 minutes before their start time may be excluded.

6.5       First vehicle is due to finish at Ilkley Rugby Club at approximately 15.30.

 7.      COURSE AND SECTIONS

7.1     Public roads will be used as link sections.

7.2       There will be approximately 20 observed sections.

7.3     An annotated tulip route book will be issued at signing on.

7.4     Competitors failing to follow the authorised route may be penalised - see SR 8.12.

7.5     The length of the route is approximately 70 miles, on OS Landranger maps 99 and 104 (which will not be needed for navigation).

 8.       IDENTIFICATION, PENALTIES AND MARKING

8.1     Identifying numbers will be supplied by the organisers.

8.2     Practising will not be permitted, and any competitor found doing so will be excluded.

8.3     The event may be routed along or across public Rights of Way.  Competitors must exercise caution            and reduce speed accordingly near other path users and be especially careful near horses; slow            down, stop, and switch off engine if necessary.

8.4     Timing - the due times for vehicle 0 will be shown on the route card as an indication of the proposed schedule.  Sections may not be attempted until the course opening official has given authorisation to the section marshals.  There is no strict time schedule for the event and time penalties will not be incurred.

8.5       Marking and penalties will be as printed in the MSA Regulations T6.1 to T7.5 (inclusive) with the exception of:-

*                 T6.2.2 -  delete “….Competitors arriving ………………..…test or observed section”

*                 T7.3 - delete “….within 20 minutes of the time of arrival of the preceding vehicle”

*   T7.3.2 & T7.3.7  - for the purpose of calculating overall best performance actual marks lost will              apply

*                 T7.4.2 - only applies if still tied after applying SR 8.9 below

*                 T7.5 - delete (b), (c), (e), (i), (k), (l)

*                 T7.5(o) - add “(per offence)

Specific reference is made to T6.4.1  - touching markers and boundaries - the sections will be ample wide enough to avoid the necessity to touch markers and hence these penalties will be enforced.

8.6     Sections will be marked from 12 to 1 unless otherwise advised at a section start. Sections may not be inspected unless otherwise stated in the route book.  Walking beyond the “Section Begins” board is prohibited.

8.7     Certain classes may be required to attempt different routes on some sections.  These will be clearly shown in the route book.

8.8     Stop and Restart Boxes may be used.  Stop with any two wheels in a “box” marked with posts R (stop) and R (restart).  The restart will be indicated by a marshal calling “3,2,1” and signaling with his arm.  A competitor will be deemed to have failed a restart if:-

·            The vehicle moves backwards, or

·            Forward motion is not achieved within 5 seconds of the restart signal.

8.9       There will be timed sections to resolve ties. These will be marked as follows:-

·            Fastest time wins.

·            Route marked by traffic cones in alphabetical order A,B,C etc.

·            Plan of course available at the start of the section

·            Penalty for hitting any marker is 10 seconds.

·            Stop with front and rear wheels astride the finish line.

8.10   Motor cycles will also be subject to the following:-

*                        Footing in a section is treated as stopping at that point in the section.

*                          Footing will however, be allowed for the first 3 yards in a section.

*                          At restarts a motor cycle must stop astride line R and may foot up to line R

8.11  Minimum tyre pressures for cars may be imposed.  Details will be notified at the start.

8.12    There may be route checks which will not be shown in the road book.  The penalty for failing to visit   a route check is 12 marks.

8.13    Competitors will carry score cards which will be provided by the organisers.  It is the competitors’ responsibility to ensure these are handed in at the lunch halt and at the finish.  Failure to do so may result in exclusion (MSA Regulation T7.3.3 does not apply).

8.14   Any competitor overtaken by the course closing vehicle will be deemed to have retired.

8.15   All other General Regulations of the MSA/ACU apply as written.

 9.      ENTRIES

9.1     The maximum entry for the event is140 (70 cars, 70 motor cycles) - the mix may be varied at the organisers discretion.  The minimum entry is 50.

9.2     The entry fee is £36 for cars and £28 for motor cycles. This includes refreshments (for driver/rider and one passenger) at the finish.

9.3     Entries which are withdrawn must be confirmed in writing before the closing date and entry fees will be refunded after deduction of a £5 administration fee.

9.4     The entry list opens upon publication of these Supplementary Regulations and finally closes on Saturday 1 May 2010.

9.5     Entries must be made on the official entry form, accompanied by the appropriate fee, and sent to the Secretary of the Meeting:-

9.6     Entries received will not be routinely acknowledged as entries will be regularly updated on the event web-site www.ilkleyclassic.org.  Please send a stamped self-addressed envelope if you prefer postal confirmation.

9.7     Final instructions will be sent out approximately one week before the event.

 10.     INSURANCE

10.1   Insurance is mandatory and must be valid for this type of event.

10.2   Competitors may make their own insurance arrangements

10.3   Ilkley and District Motor Club has also applied to Lockton for a blanket cover note under the Motor Road Traffic Scheme.  This will provide competitors who need to use the scheme with the “Third Party Cover” necessary to meet RTA requirements on the road sections of the event.

·     The basic rate for the event (before any loadings) will be £13.50 for cars and £9.50 for motor    cycles.

·     If you wish to use the scheme and you comply with all the following declaration points, it is only necessary to pay the fee and sign the insurance form at the start of the event; no Letter of Acceptance will be issued.  The Declaration points are:-

·     Over 21 and have held a full licence for at least 6 months

·     Not more than 1 fault accident in last 3 years

·     No more than maximum of 6 speeding points on licence

·     No physical or mental disabilities

·     No other material facts

·     If you wish to use the scheme but you do not comply with all of the above Declaration points, you will be required to complete a Declaration Form which should be forwarded direct to Lockton, prior to the event, to allow sufficient time for Letter of Acceptance to be issued.  Declaration forms are available from the event secretary or from the Lockton website www.lockton.com (allow 30 days before the event) and should be sent by post or fax to:-

10.4Damage Declaration - competitors are required to report any traffic accident or violation in writing to the Event Secretary at the finish.

12.       RESULTS AND AWARDS

12.1  Provisional results will be published as soon as possible after completion of the event.  Any protest must be made in accordance with MSA Regulation C5.1.2 - C5.2.3.

12.2  Awards are as follows:- 

      Trophy and award:

·       Best overall car

·       Best overall solo motorcycle

·       Best overall combination motorcycle

·       Best car driven by an Ilkley & District Motor Club member who joined before 28 January 2010

·      Best motorcycle ridden by an Ilkley & District Motor Club member who joined before 28 January  2010

 Awards:

·       First in class, subject to 3 starters

·       Second in class, subject to 6 starters

·       Third in class, subject to 10 starters

 ·       Finisher’s certificates - driver/rider and one passenger per entry

 ·       Additional awards may be presented at the organisers’ discretion

 

12.3    All awards to be determined by least number of marks dropped.

12.4    With the exception of the Best Ilkley & District Motor Club awards no competitor may win more than one award.

12.5    Awards not collected at the finish will be despatched by post.  Trophies will not be posted.

12.6    Trophies to be held for 11 months and must be returned to the event secretary at the competitors expense.

14      ACCOMMODATION

Competitors should make their own arrangements for accomodation.

There is a Travelodge and a Premier Inn near Leeds-Bradford airport, approximately 6 miles from Ilkley. Websites are www.travelodge.com and www.premierinn.com   There are also plenty of hotels in Ilkley - search the internet.

The Ilkley Rugby Club has kindly agreed that overnight parking their car park is available for a fee of £8 per vehicle payable with your entry fee.  Please do not abuse this by failing to pay - this causes embarrassment to the organisers.
